ALCOHOL/DRUG/CODE OF CONDUCT POLICY AND PROCEDURES

 

Overview:

 

Participation in the Spartans Hockey Club (SHC)  season is a privilege, which allows high school hockey players to enjoy their sport while also enjoying the camaraderie and pride that develops while playing with their fellow students. This privilege places student participants in the role of representing the hockey organization, their high school, and their fellow students. The SHC Board of Directors has a strong interest in maintaining a proactive approach regarding the issue of drug and alcohol use among high school students, and in particular, the SHC players.

 

 

Players are expected to follow the SHC Player Code of Conduct. Parents and family members are expected to follow the SHC Parent Code of Conduct, and also not knowingly provide access to tobacco, alcohol or drugs, or host or allow a gathering of high school students, and in particular SHC players, at which illegal consumption of tobacco, alcohol and/or drugs occurs.  Our commitment to all SHC players and families is to deal with all suspected and confirmed activities relating to a player’s suspected use of alcohol and/or drugs in a prompt and firm fashion, while remaining sensitive to the complexity of the issue and the dignity of the players and their families. This policy and procedure is to be signed by parent on behalf of registered participant.

 

Procedures

 

Coaches and managers should be notified immediately of any suspicion of drugs or alcohol involvement by a player. Coaches and managers in turn should immediately notify the Board’s Rules & Ethics liaison or the Board President of the matter. The Rules & Ethics liaison will investigate the matter in a timely manner. The player(s) and parent(s) will be notified and asked to discuss the related activities with the Rules & Ethics liaison and other members of the Board of Directors, as deemed appropriate. If the Rules & Ethics liaison determines that a violation of this Policy (or other activities as described herein) has occurred, the following minimum penalties will be imposed:

 

• Substance Use or Possession: It is considered a violation of this Policy if a player possesses uses, distributes or sells illegal drugs, steroids, look-a-like drugs, paraphernalia, controlled substances, or alcoholic beverages. When the Rules & Ethics liaison has determined that a player has violated this Policy, the following minimum penalties will be issued. The Rules & Ethics liaison may determine that additional penalties are warranted after reviewing all of the facts and circumstances of the matter.

 

a. Voluntary Admission of a First Offense: A player may voluntary admit to a violation of this Policy to a coach, manager or member of the Board of Directors, who will in turn notify the Rules & Ethics liaison. The player’s parents will also be notified. The player will be suspended from participating in at least one game (as soon as possible following the admission) and may be requested to attend a counseling/education program.

 

b. First Offense: A player found to have violated this Policy will be suspended from participating in at least two games. The player and his parents will also be required to meet with the Rules & Ethics liaison and may be required to attend a counseling/education program.

 

c. Second Offense: The player will be suspended from participating in at least three games. The player and his parents will also be required to meet with the Rules & Ethics liaison and may be required to attend a counseling/education program.

 

d. Third Offense: The player will be suspended from the Club and will not participate in any Club activities until submitting substantial evidence of rehabilitation to the Board of Directors.

 

The Board of Directors will consider the duration of the suspension and reinstatement of the player based on a review of all pertinent information related to the matter.

 

 

Appeals

 

The decision of the Rules & Ethics liaison may be appealed to the SHC President provided that the notice of the appeal is made to the President within 48 hours of the original decision. The decision of the President is final.

Application

 

This Policy is intended to be in effect during any season in which the player is a member of a SHC team. However, SHC will take into account off-season activities of a player when determining an appropriate penalty or other course of action with respect to a player who violates this Policy.

 

Fees

 

There will be no adjustment of fees owed to (or refunds from) SHC due to the suspension of a player or parent as a result of a violation of this Policy.
